在4月1日下午上海舉行的申诉机制2021賽季國內職業聯賽俱樂部負責人會議上 ，中國足協主席陳戌源強調了聯賽裁判工作的新赛协引重要意義 ，同時明確新賽季各級聯賽裁判工作將注入一係列新元素 。季足俱乐“俱樂部申訴機製”便是入各其中比較重要的內容 。按照職業聯盟籌備裁判部門推出的申诉新舉措 ，每家職業俱樂部全季可就爭議判罰提出累計3次的争议申訴 。不過即便申訴內容獲得裁判專家評議組認可 ，判罚比賽結果依然無法更改 。申诉机制聯賽裁判部門還計劃將在各級聯賽每場比賽前公開裁判員選派信息 。新赛协引
在1日下午的季足俱乐會議上 ，中國足協主席陳戌源強調 ，入各裁判工作是申诉新賽季職業聯盟籌備組聯賽工作的重點內容。中國足協與職業聯盟籌備組為完善聯賽裁判工作 ，争议將推出完善後的判罚裁判工作管理辦法 。據了解，申诉机制按照聯盟籌備組裁判部門的計劃 ，新賽季國內賽季職業聯賽將引入“俱樂部申訴機製” 。具體來說 ，就是每家俱樂部全季可以就爭議判罰累積提出3次申訴 。需要指出的是 ，如果裁判專家評議組對相關判罰的評議結果與俱樂部申訴時主張的看法一致 ，那麽此次申訴將不計入3次機會之內 ，而一旦申訴失敗，那麽就將被計申訴1次 。
職業聯盟籌備組負責人之一 ，主管競賽工作的劉軍在會上強調 ，即便俱樂部提出申訴內容被裁判評議專家組認可 ，那麽比賽結果根據國際足壇相關判罰規則與精神 ，也不得更改。隻不過俱樂部會因此得到一定的表揚 。
另一個比較突出的聯賽裁判工作規則變化是 ，職業聯盟籌備組裁判部門將在各級聯賽每場比賽前公開裁判員執場信息 。裁判部門將結合電腦程序及人工意見來選派各場比賽的裁判員 。
