黃希揚是希扬行体重慶市知名足球運動員 ，此次與重慶市慈善總會合作設立以個人名字冠名的设立慈善基金 ，旨在為社區 、个人鄉村困境兒童進行體育 、慈善美育等幫扶 ，提供體育 、美育等教學器具 、教材、設施設備等相關物品及材料 ，支持開展與體育 、美育等相關的展會 、展覽 、賽事 、學術交流及培訓等公益慈善活動 。
簽約儀式上，黃希揚向重慶市慈善總會捐贈3萬元作為基金的啟動資金。他表示 ，目前基金規模初定十萬元 ，計劃三年內完成捐贈 。他還將倡導社會各界更多的愛心企事業單位 、人士共同關注社區、鄉村困境兒童的體育 、美育等幫扶和相關公益慈善活動 ，共同助力該基金和重慶慈善事業的發展 。
