2021年3月29日下午 ，中超组A组广州泰组中國足協正式發布2021賽季三級聯賽俱樂部準入名單 。第阶段分中超方麵 ，山领师天津津門虎“死而複生” ，衔国獲得了新賽季中超資格 ，安海上賽季冠軍江蘇隊則無緣準入 ，港申滄州遞補征戰新賽季中超 。中超组A组广州泰组
而隨著準入名單的第阶段分正式公布 ，新賽季中超的山领师第一階段分組也已出爐 ，將按照上賽季成績排序 ，衔国然後進行蛇形排名分組 。安海
A組：1-廣州隊、港申4-山東泰山 、中超组A组广州泰组5-重慶兩江競技、第阶段分8-河南嵩山龍門 、山领师9-天津津門虎 、12-深圳隊、13-青島隊 、16-滄州雄獅；
B組 ：2-北京國安 、3-上海海港、6-上海申花 、7-河北隊 、10-廣州城 、11-大連人 、14-長春亞泰 、15-武漢隊 。
第一階段比賽將采取賽會製進行 ，之後的第二階段 、第三階段比賽還需要結合疫情防控形勢，來決定是否恢複主客場製 。根據計劃 ，今年聯賽各隊均將進行30輪比賽 ，各隊之間進行雙循環的交鋒 ，最後計算總積分排定聯賽名次 。
