法甲豪門巴黎聖日耳曼今夏連續簽下梅西 、曝欧票决拉莫斯 、足联多納魯馬等強援 ，考虑不少俱樂部質疑大巴黎沒有遵守歐足聯的用奢月投財政公平競賽規則 。而《泰晤士報》則透露 ，侈税财政歐足聯考慮進行改革 ，取代采用類似NBA的公平规则工資帽和奢侈稅製度 。
歐足聯的曝欧票决財政公平競賽規則（FFP）在2011年開始實施 ，規則要求各家俱樂部必須在三年內實現收支平衡 ，足联目的考虑是為了讓俱樂部在保持財政健康的情況下可持續發展 。一旦俱樂部違反FFP，用奢月投就可能受到罰款 、侈税财政扣分 、取代減少歐戰注冊球員 、公平规则甚至禁止參加歐戰的曝欧票决處罰 。
不過《泰晤士報》報道稱 ，今年9月在瑞士舉行的歐足聯大會上 ，歐足聯準備提出一種新的運營模式 。新模式類似於NBA ，製定一個工資帽（可能為各俱樂部收入的70%） ，如果俱樂部的薪水超支 ，那麽將支付高額奢侈稅 。繳納的奢侈稅將注入歐足聯基金 ，歐足聯會把這筆錢分給其他遵守規則的俱樂部 ，從而平衡各家俱樂部之間的競爭力 。
如果歐足聯大會投票通過這項新製度 ，那麽新規則將從下賽季開始實施。目前歐足聯還沒有公布新製度的更多細節 ，比如奢侈稅的比例 、除了支付奢侈稅是否還有其他處罰措施等等 。《泰晤士報》指出 ，歐足聯認為采用工資帽和奢侈稅支付則“更加公開透明” ，也能讓大巴黎這樣有錢的俱樂部可以提高消費空間 。
