烏克蘭足協道德委員會主席巴蘭卡 ，則建議FIFA讓烏克蘭直接晉級卡塔爾世界杯。在附加賽中，烏克蘭首輪對陣是蘇格蘭，同組另外兩隊是威爾士和奧地利。“足球與政治息息相關 ，FIFA可以通過讓烏克蘭直通世界杯這種方式 ，釋放出明確和重要的信號 。”巴蘭卡在接受《全市場》采訪時說道 ，“我知道這沒有法律依據 ，但我認為其他國家不會反對 。這會給烏克蘭人民帶來無限的鼓舞 ，也給了他們一個期望 ，那就是至少12月前仍然有能夠代表烏克蘭的足球隊 。”
“我要補充一下 ，讓烏克蘭按照原計劃踢附加賽 ，在身心方麵對於烏克蘭國腳而言都是不可能的 。在後勤方麵 ，烏克蘭三月底去蘇格蘭踢比賽是不可想象的 。”巴蘭卡繼續說道 ，“我想要重申，讓烏克蘭直通世界杯會給烏克蘭人民一個強烈的信號 ，會給他們巨大的能量 。我們已經從疫情大流行中看到過 ，足球在悲劇中也能發揮重要作用 。”
巴蘭卡還談到了FIFA對俄羅斯的禁賽 ：“國際足聯和歐足聯對俄羅斯的禁賽非常有必要 ，與俄羅斯天然氣工業股份公司斷絕合作也很重要 。在我看來 ，俄羅斯很可能沒想到會發生這種事情。”
