7月1日 ，媒体據《足球》報消息，衰足数足協積極推動年輕球員留洋計劃 ，协推對該政策 ，动留大多各路媒體人表達了自己的洋计看法 。
足球記者王曉瑞寫道：年輕球員出國特別是划绝灰去歐洲 ，絕大多數人的成炮下場都是炮灰 。三觀都還不健全 ，媒体心智也不成熟 ，衰足数做決策和思考問題的协推能力也有很大欠缺 ，一個人到歐洲的动留大多結果可想而知。
這是洋计中國足球根深蒂固的老問題 。足球培養脫離教育 ，划绝灰教育跟不上素質也就談不上，成炮又沒經驗 、媒体沒閱曆、沒曆練 ，到歐洲去如同就是刮彩票撞大運 。
