2022-2023英超新賽季昨天揭幕 ，這個從1992-1993賽季開始改製的“第一聯賽”已經走過三十年的輝煌曆程 。不過新的開始將帶來新的變化 ，因為國際足球協會理事會（IFAB）這個成立於1886年 ，由英格蘭 、蘇格蘭 、威爾士和北愛爾蘭這四家足球協會和國際足聯組成 ，擁有討論和決定修改足球規則權限的國際機構，將會對英超的裁判規則進行調整 。
英超聯賽新賽季將實行五個換人名額 ，而非過往的三個 。另一變化是每場比賽都提供10個比賽用球 ，一個在場上 ，一個由第四官員保存 ，其餘八個分布在球場周圍 ，此舉是為保證比賽的流暢性 ，並限製浪費時間 。主罰點球時守門員站位的規則也有變化 ，此前點球規則是守門員必須至少有一隻腳接觸球門線 ，新規則允許守門員的一隻腳在球門線後麵 。
兩年前英超就曾試行過每場比賽允許5名球員替補上場，各隊皆已適應。多球製實際上已經實施多年 ，過往在英超賽場上球童就人手一球 ，將手中的球拋給球員後 ，才去撿踢出場外的球 。至於罰點球時守門員的站位變化的幅度不大 ，總之守門員還是不能離開球門線 。
對比賽影響較大的變化恐怕是IFAB最新解釋了“有意觸球”的規則 ，如今當防守隊員觸球時，處於越位位置的球員不會自動成為越位球員 。新規則認定 ：“有意觸球”是指一名球員控製球後 ，有可能將球傳給隊友 、控製住球權和完成解圍。如果出現控製球的球員在傳球 、試圖獲得球權或解圍時出現不準確不成功的情況 ，並不能因此否定該球員“有意觸球”的事實 。這個規則的改變有利於消除舊規則留下的“灰色地帶” 。
英超新賽季的新變化還有英超裁判委員會提拔了四位新的主裁判 ，分別是湯姆·布拉馬爾 、娜塔莉·阿斯皮納爾 、尼克·格林哈勒和史蒂夫·梅雷迪斯 ，而球迷熟悉的邁克·迪恩 、凱文·弗裏恩德 、喬納森·莫斯和馬丁·阿特金森將不再擔任英超主裁判。
其實 ，英超新賽季最大的變化源自冬季舉行的卡塔爾世界杯 ，這使得英超不得不從11月13日起暫停 ，直到12月26日才能恢複。這樣的變化是英超從未遇到過的 ，這對諸強的影響也是不言而喻的 ，必須認真麵對 。
