與此同時 ，國際足聯也對俄羅斯進行了“製裁” 。首先 ，俄羅斯將不會再舉辦任何國際賽事，俄羅斯球隊的主場比賽 ，將全部被改在中立場地以空場的方式進行。其次 ，俄羅斯的成員協會參加任何賽事時 ，都不能以“俄羅斯”的名義參賽 ，而隻能以“俄羅斯足球聯盟”的名義參賽 。第三 ，俄羅斯足球聯盟的球隊在參加比賽時，將不被允許使用俄羅斯國旗和國歌 。
不過 ，顯然這樣的裁量在其他各國足協看來還是太輕。而國際足聯也保留了進一步製裁的權利 ，表示將會繼續與國際奧委會 、歐足聯和其他體育組織對話 ，以確定未來是否采用額外的措施或者製裁，取消俄羅斯球隊的參賽資格就是潛在處罰方式之一 。如果戰爭現狀沒有改變的話 ，這些措施將在不久的未來得以實施。國際足聯也已經與波蘭 、捷克和瑞典足協進行對話 ，以共同尋求恰當的 、可接受的解決方案 。
