在此之前，FIFA曾經對轉會政策進行過一次調整 。3月8日 ，FIFA官方宣布 ，對於烏克蘭和俄羅斯聯賽采用臨時轉會製度 。在烏克蘭工作的外籍球員和外籍教練 ，合同立刻被自動中止 ，他們可以以自由轉會的方式加盟並注冊任何其他聯賽球隊 。在俄羅斯工作的外籍球員和外籍員工 ，有權單方麵中止合同 ，並以自由轉會的方式加盟任何其他聯賽球隊 。哪怕俄羅斯俱樂部不願放人 ，外籍教練和球員仍然可以單方麵解約，他們不用承擔任何被處罰的風險 。
