北京時間4月7日 ，歐足聯官方召開新聞發布會 ，联新主席切費林公布財政規則改革方案 ，财政出財政可持續性規則（FSR）將取代之前的法案財政公平法案（FFP） 。財政可持續性規則（FSR）的俱乐核心為限製俱樂部支出比例 ，方案中規定 ，部支俱樂部與足球相關的得超所有支出不得超過俱樂部總營收的70% 。
法案提到 ，过收俱樂部三年內允許的欧足虧損範圍將翻倍 ，由3000萬歐元上漲到6000萬-6500萬歐元 。联新被視為“財政狀況良好”的财政出俱樂部將被允許每年額外虧損1000萬歐 。新規將在2022年6月生效 ，法案並在三年內逐步實施 ，俱乐以便俱樂部有足夠的部支時間來進行調整 。
新規最大的得超創新是 ，引入了運營成本規則，以更好地控製球員工資和轉會成本 。該規定將球員工資、代理費和轉會費的支出限製為俱樂部收入的70% ，並及時評估 ，違規將會招致經濟處罰和其他競技上的處罰 。
新規的主要目標是實現財務可持續性 ，這將通過三大支柱來實現 ，即俱樂部的償付能力 、穩定性和成本控製 。 對於償付能力 ，新的無逾期應付款規定將確保更好地保護債權人 ，並每季度進行控製，降低違約的容忍度 。
新規是現有收支平衡的演變 ，將為俱樂部財務帶來更大的可操作性 。關於兩年一屆世界杯 ，切費林說 ：“我們很高興國際足聯撤回兩年舉辦一次世界杯的提案 ，很高興他們聽取了足球界的意見 ，我認為沒有再增加其他比賽的空間 。”
