25日 ，十四五國家體育總局印發了《“十四五”體育發展規劃》的体育通知 ，內文提到了有關中國足球的总局一些改革方向與目標 ，稱男足力爭達到亞洲一流水平 ，规划国足女足達到亞洲領先水平 。亚洲员万國足12強賽3-2擊敗越南 。流注
《發展規劃》中強調 ：
第一 ，册球針對社會足球場地建設工程 ，十四五力爭到2025年全國每萬人擁有足球場地達到0.9塊 (其中全國社會足球場地設施建設專項行動重點推進城市等有條件的体育地區達到1塊以上) 。
第二 ，总局加強國家隊作風建設，规划国足完善國家隊管理模式 。亚洲员万男子國家隊力爭達到亞洲一流水平 ，流注女子國家隊力爭達到亞洲領先水平 。册球
第三，十四五大力培育業餘足球俱樂部和校園足球社團 ，依托社區培育會員製足球俱樂部和其他青訓機構 ，實現在全國各省市足協注冊的各類足球俱樂部 (含校園隊伍)5萬家以上。
開展全國足球發展重點城市建設。建立體教融合注冊體係 ，實現注冊球員150萬人。
持D級及以上教練員證書人數達到12萬人 、持三級及以上裁判員證書人數達到15萬人 。
第四 ，全國足球發展重點城市 。
是指以五年為一個周期,選擇一批足球基礎好 、發展條件好 、工作積極性高的地方和城市,加強扶持和指導 ，堅持以擴大足球人口規模和提高足球人才質量為核心 ，推動足球運動普及與提高 。
該項政策的施行 ，旨在逐步建立基礎雄厚、體係健全、保障有力 、氛圍濃厚的中國特色足球青訓體係和城市足球運行機製 ，打造我國足球改革發展示範城市 ，探索中國特色足球發展路徑，以點帶麵，推動我國足球水平整體提高。
