正值舉行2021中國足協杯決賽的足协展望资限主客機會，中國足協昨天在成都召開第十一屆第二次會員代表大會。议恢复該次會議上 ，新赛審議通過《中國足協年度工作報告》 、季中中國足協2019和2020年度財務報告 、超线场執委會成員的队投變化、新會員的额亿入會 、分支機構的全力成立、會員協會的足协展望资限主客評估指引等一係列事項 。
自2019年中國足協召開第十一屆第一次會員代表大會 ，议恢复受疫情影響中國足協一直未再舉行第二次代表大會 。新赛這次成都會議是季中對中國足球過去兩年的全麵總結和自我反思 。
中國足協主席陳戌源在會議上作了《中國足協年度工作報告》，超线场對這兩年中國足協的队投各項工作進行了匯報 ，然後對2022賽季的额亿工作重點進行了簡要部署 。
在這份報告中，中國足協對《中國足球改革發展總體方案》出台近7年來的成績給出兩個“相差甚遠”的評價——中國足球目前的發展現狀和廣大人民群眾的期待相差甚遠 ，中國足球的總體水平與世界一流水平相差甚遠。具體為：男女足國家隊的成績遠不及預期；職業聯賽水平下滑；青少年足球運動員的注冊數量和競技水平還遠落後於國際先進水平；體教融合麵臨的現實問題待進一步解決；教練員和裁判員增長的數量難以滿足當前足球發展的需要 ，各級教練員裁判員能力較世界足球先進水平有較大的差距；整體足球產業包括協會的自我造血機能不足 ，地方足協未能激發活力 ，中國足協沒有起到引領作用。
對於2022年 ，中國足協除了要保證完成12強賽剩餘4輪比賽 、女足亞洲杯、杭州亞運會這幾項國字號球隊的大賽之外，更重要的工作是“挽救”岌岌可危的職業聯賽 。
目前，大多數中國職業足球俱樂部都麵臨生存危機 。如今 ，推動俱樂部股權多元化改革的“股改”成為中國職業足球的救命稻草 。不過 ，目前各地股改推進情況並不理想。
中國足協在會議上向各俱樂部代表承諾近期將出台股改的統一指導意見 ，同時透露了新賽季職業聯賽的想法：
一是各俱樂部要進一步嚴格實施限薪政策 ，一線隊的年投資額限製在3億元內；
二是全力以赴恢複主客場製，由各地自主決定是否開放球迷入場；
三是所有球員均要和完成股改後的新俱樂部重新簽訂工作合同；
四是各職業俱樂部未來隻要擁有U17 、U19兩級梯隊就可達到準入資格 ，不需要再硬性要求承擔多個年齡段自有梯隊的運營壓力，U17以下的青訓還是分階段 、分層次交給社會力量 、地方足協和校園足球去解決 。
