北京時間7月5日 ，中足组长中國足球職業聯盟籌備會議正式在上海浦東的联筹東方文華酒店舉行 ，會議的议举源任主要議題是通報職業聯盟籌備進展 ，推選籌備組俱樂部代表，行史以及確定聯賽下一階段賽程和足協杯賽事的强任安排。
據了解 ，陈戌會議已經確定未來職業聯盟全稱為中國職業足球俱樂部聯合會 ，书记簡稱為“中足聯”，中足组长英文名字為 ：“Chinese Football League” ，联筹英文縮寫為“CFL” 。议举源任另外從現場流出的行史圖片來看 ，中足聯籌備組已經正式成立 ，强任史強擔任組長 ，陈戌劉軍擔任副組長，书记另外中足聯成立臨時黨總支，中足组长陳戌源擔任支部書記，劉潔擔任常務副書記 ，史強兼任副書記 。
“中足聯”的性質也在會上得以明確 ，它是中華人民共和國各級職業足球俱樂部自願結成的全國性 、行業性、非營利性的社會組織 。會議還明確，未來成立的“中足聯”作為獨立社團法人 ，負責組織 、管理職業聯賽，合理構建中超 、中甲 、中乙聯賽體係 。
史強此前曾經在國家體育總局辦公廳工作，2004年亞洲杯期間 ，史強就曾經以工作組成員的身份參與了重要的組織協調工作。裏皮擔任國家隊主帥期間 ，總局成立備戰2022世界杯工作組 ，史強也是其中重要成員。2019年，史強參與2021年世俱杯和2023年亞洲杯籌備工作 ，擔任籌備辦秘書長 ，2020年10月 ，擔任2023亞洲杯組委會秘書長 。劉軍曾經是江蘇蘇寧俱樂部的總經理 ，後轉入職業聯盟工作 ，作為聯盟的兩位主要領導之一，劉軍負責競賽層麵的工作。
