北京時間7月12日 ，欧足據西班牙《阿斯報》報道 ，联计2020歐洲杯剛剛結束 ，划欧歐足聯卻已經醞釀對歐洲杯進行改製，洲杯至队组而主席切費林的扩军計劃就是擴軍 ，將現有的防止24隊擴軍至32隊 ，以防止像今年德法葡組成死亡之組的出现情況發生 。
《阿斯報》表示 ，死亡歐足聯如今已經在為2028年歐洲杯製定計劃 ，欧足而在其中不乏“天翻地覆”的联计改變 。據悉 ，划欧計劃的洲杯至队组核心之一 ，就是扩军將歐洲杯由24隊參加 ，擴軍至32隊參加。防止
2016年法國歐洲杯，出现歐足聯就完成了擴軍計劃 ，由16隊參加擴軍至24隊參加 ，而帶來的結果 ，就是小組第三也有可能出現在十六強淘汰賽中 。
