北京時間7月12日，欧足據西班牙《阿斯報》報道 ，联计2020歐洲杯剛剛結束 ，划欧歐足聯卻已經醞釀對歐洲杯進行改製，洲杯至队组而主席切費林的扩军計劃就是擴軍 ，將現有的防止24隊擴軍至32隊 ，以防止像今年德法葡組成死亡之組的出现情況發生 。
《阿斯報》表示 ，死亡歐足聯如今已經在為2028年歐洲杯製定計劃，欧足而在其中不乏“天翻地覆”的联计改變 。據悉 ，划欧計劃的洲杯至队组核心之一 ，就是扩军將歐洲杯由24隊參加 ，擴軍至32隊參加 。防止
2016年法國歐洲杯 ，出现歐足聯就完成了擴軍計劃 ，由16隊參加擴軍至24隊參加 ，而帶來的結果，就是小組第三也有可能出現在十六強淘汰賽中 。
目前 ，2024歐洲杯已經確定由德國承辦 ，參賽球隊仍為24支 ，但2028年卻存在著一切可能 。雖然歐足聯還未做出最終的決定 ，但這是由於2028年的承辦國還沒有確定。當下 ，意大利是潛在的承辦國之一 ，但他們需要為此翻新球場 。此外，土耳其和俄羅斯也是候選國家 。
