財政部門將全麵落實擴大內需戰略
圍繞更好發揮消費基礎性作用
積極完善政策措施
主要從以下三個方麵入手
激發消費潛力
進一步支持促進消費市場回暖升級
一是多渠道增加居民收入 ，讓老百姓有錢消費 。千方百計擴大就業 ，依靠勞動創造收入 。加大社會保障 、轉移支付等調節 ，提高中低收入居民的消費能力 ，同時完善稅費優惠政策 ，激發社會消費潛能 。
二是支持增加適銷對路商品供給 ，讓老百姓樂於消費 。通過實施積極財政政策 ，推進供給側結構性改革 ，不斷提升國內供給質量水平 ，激活市場需求潛能 。鼓勵有條件的地方通過現有的資金渠道對家電“以舊換新” 、綠色智能家電下鄉等予以支持。對於購置期在2023年的新能源汽車繼續免征車輛購置稅 。降低部分優質消費品進口關稅 ，推動加快建立多主體供給 、多渠道保障 、租購並舉的住房製度，積極促進居民消費。
三是促進銷售渠道和物流暢通，讓老百姓方便消費 。支持實施縣域商業建設行動 ，促進縣域消費擴容提質 。支持農產品供應鏈體係建設 ，擴大農產品的消費市場 。支持一批國家綜合貨運樞紐建設，推動物流降本提效 。
