北京時間8月20日 ，马宁從據伊拉克足協方麵傳來消息 ，张雷中国足球争荣國際足聯與亞足聯近日向該協會發去書麵確認信息 ，赴多法两以馬寧為主裁的哈执一整組中國足協在冊國際級裁判員將赴卡塔爾多哈執法9月7日12強賽第2輪伊拉克隊主場與伊朗隊的焦點賽 。巧合的伊强是 ，伊拉克隊主場也設在多哈，焦点因此這組裁判員有可能隨中國隊代表團一起乘包機前往多哈 ，马宁他們及中國隊將在兩塊舞台上為中國足球爭榮 。张雷中国足球争荣
北青-北京頭條記者獲悉，赴多法两鑒於中國足協在冊國際級裁判員馬寧 、哈执傅明 、伊强國際級助理裁判員施翔 、焦点曹奕在此前進行的马宁亞冠聯賽西亞大區賽事及40強賽中有不俗的執法表現，亞足聯將包括他們幾人在內的张雷中国足球争荣6名中國足協在冊裁判納入到12強賽執法裁判候選陣容中 。而躋身該陣容的赴多法两國際級裁判員馬寧 、傅明 、張雷（具有主裁、第4官員 、VAR裁判員執法資格）以及國際級助理裁判員施翔 、曹奕已經接到調令，參與9月的12強賽A組 ，也就是非中國隊所在小組的的部分比賽 。
根據伊拉克足協公布的信息 。以馬寧為主裁判的一整組中國足協在冊的國際裁判員將確認執法第2輪伊拉克隊VS伊朗隊的重頭戲 。與馬寧搭檔的分別是第4官員張雷 、助理裁判員曹奕 、施翔 。至於傅明因前不久剛剛執法過東京奧運會足球賽 ，亦會接受亞足聯指派執法12強賽的其它比賽 。
數據顯示 ，40強賽期間 ，馬寧累計執法過3場比賽 ，分別是2019年9月印尼隊主場以0比3負於泰國隊的比賽；同年6月份在多哈進行的卡塔爾隊以2比1勝印度隊的比賽；阿富汗隊以1比2負阿曼隊的比賽 。
張雷曾於2019年9月執法過阿富汗隊以1比0取勝孟加拉國隊的比賽 。傅明是40強賽期間執法場次最多的中國足協在冊國際級裁判員 ，他累計執法過4場比賽 。
值得注意的是 ，伊拉克足協同時宣布宣布 ，伊拉克隊12強賽主場將設在多哈的加拉法體育場。這座體育場並非世界杯球場 ，也不是空調球場 。對幾名中國籍裁判的身體考驗無疑是嚴峻的 。
由於中國隊將在多哈進行第2輪“主場”與日本隊的比賽 ，因此 ，幾名中國籍裁判員有可能與中國隊一同前往多哈 。這樣的方式相對來說既安全 、又方便 。
