包括國際裁判馬寧、马宁傅明在內的傅明赴4人中國裁判組於4月13日下午由上海出發 ，奔赴阿聯酋迪拜，等人段準備參加於14日啟動的联酋亞冠聯賽西亞大區第二小組執法工作 。這也是执法中國足協在冊國際裁判時隔近15個月後，首次走出國門，国际过中執法國際賽事 。赛事
據了解 ，将错局阶馬寧 、超开傅明此次與國際助理裁判曹毅 、马宁周飛一同參與此次執法工作 。傅明赴
2020年2月 、等人段3月，联酋亞足聯曾安排過中國裁判組赴西亞執法 ，执法但受當時疫情影響，国际过中中國裁判組無法出境 。雖然亞洲範圍內的各項大賽受到疫情的影響而紛紛取消 ，但上賽季亞冠聯賽仍於去年8 、9月在多哈重啟。按慣例 ，西亞大區比賽由東亞大區會員協會在冊裁判執法 ，中國足協在冊裁判雖然受到邀請 ，但因國際航班問題 ，被迫放棄 。
上賽季亞冠東亞大區比賽於去年11月繼續在多哈進行 ，但中國籍裁判因中超俱樂部隊參賽 ，並不在受邀之列 。就這樣，過去一年裏 ，中國足協在冊裁判均無緣赴境外執法國際比賽 。
馬寧 、傅明等中國裁判此番之所以能赴阿聯酋執法 ，很大程度上是因為中國與阿聯酋航空有符合他們出行的直達航班 。
按照亞足聯要求，所有參賽球隊 、執法人員均采用直飛方式抵達賽區 。比賽全程采取封閉製 。4名中國裁判雖然出發前已在國內接受核酸檢查 ，但抵達迪拜機場後 ，他們同樣還要接受檢測 ，然後直接被拉往賽地所在的酒店 ，接受必要的隔離觀察 ，等待檢測結果 。檢測合格的他們第二天可以開始進行恢複訓練 。
馬寧、傅明等中國裁判抵達迪拜後將前往沙迦 ，參加第二小組執法工作。該組除東道主阿聯酋沙迦隊外，還有伊拉克空軍隊、烏茲別克斯坦帕克塔科隊 、伊朗拖拉機廠隊 。整個小組的比賽將在4月30日結束 。這4名中國裁判中 ，周飛作為新人，首次出國執法亞冠 。
