如無意外 ，马宁中超第二階段賽事將於12月12日重燃戰火 ，傅明目前 ，等精相關準備工作正在有序進行中 。英裁洋哨無論哪個階段 ，归中裁判工作都是超第重中之重 。相對於第一階段，阶段第二階段裁判陣容更加強大，不请馬寧 、马宁傅明等第一階段沒有執法中超的傅明精英裁判回歸 ，而且 ，等精和此前幾個賽季不同的英裁洋哨是 ，今年確定不會聘請洋哨 。归中
由於疫情因素 ，超第今年將不會聘請洋哨 ，阶段這是近11個賽季以來，中超首次沒有洋哨參與執法 。不過，沒有執法第一階段中超的馬寧 、傅明 、沈寅豪 ，將在第二階段回歸 。
本年度 ，有多名中國裁判受國際足聯 、亞足聯委派前往海外執法 ，包括國際級裁判馬寧 、傅明 、張雷 、沈寅豪 ，國際級助理裁判員王德馨、曹奕 、施翔等 ，執法的賽事包括亞冠和世預賽40強賽、12強賽 。
應該說 ，中國裁判還是受到了一定程度的重用 ，其中 ，馬寧以主裁判身份 ，執法了4場亞冠 ，7場世預賽（其中12強賽4場） ，還以第四官員身份 ，參與執法了7場亞冠；傅明以主裁判身份 ，執法了2場亞冠 ，4場世預賽 ，還以第四官員身份 ，參與執法了3場亞冠 ，此外 ，傅明還以VAR裁判的身份 ，執法了多場亞冠和世預賽，這才是他的“主業”；沈寅豪執法了2場世預賽；張雷執法了1場世預賽。
從賽後反饋來看 ，無論任務多少，比賽性質如何 ，中國裁判普遍受到了好評 ，尤其是馬寧 。今年11月1日至5日 ，馬寧 、施翔受邀參加了在多哈舉行的世界杯候選精英裁判員研討會 ，這被視為世界杯裁判選派的“風向標” ，圈內人士表示 ，馬寧有希望以主裁判身份執法卡塔爾世界杯 。
由於疫情 ，中國裁判為完成執法任務 ，不得不多次進行國際旅行 。由於手續審批原因 ，馬寧等人未能搭上國家隊的包機 ，而是輾轉轉機 ，直到11月23日才返回國內進行隔離 。隔離結束後 ，他們可能短暫休息幾天後 ，就要參與執法中超 。
需要說明的是 ，雖然沒有參與執法第一階段中超 ，但在執法國際比賽間隙 ，馬寧執法了兩場中甲比賽 ，一場是淄博1比1新疆 ，一場是浙江5比4客家 。
馬寧 、傅明等人回歸 ，顯然會讓第二階段的裁判選派工作稍稍寬鬆一些 ，但由於中甲延遲 ，兩級聯賽有賽程部分重疊 ，導致對裁判的需求量加大 。
從馬寧等人在國外的執法來看，中國不是沒有好裁判 ，而且 ，過往一些洋哨的執法 ，也並非完美無瑕 ，隻是 ，有時候各俱樂部因為各自原因 ，“不相信”本土裁判 。
