按照中國足協的或因想法 ，他們本打算於3月23日下午公布新賽季中超、甲队中甲 、突发状况中乙俱樂部準入名單 。联赛據悉 ，准入截止到3月22日晚 ，名单某中共有來自中超 、推迟中甲 、公布中乙的或因6家俱樂部尚未通過中國足協與職業聯盟籌備組的“準入審核”程序，這意味著他們將大概率無緣新賽季相應各級職業聯賽 。
但就在23日下午 ，北京青年報記者獲悉 ，“準入名單”無法在當天公布，推延後的具體公布時間有待中國足協進一步確認 。知情人士透露 ，除上述6家俱樂部之外 ，另有一家中甲俱樂部在落實準入手續過程中出了“狀況” ，中國足協 、職業聯盟籌備組為確保此次俱樂部準入工作萬無一失 ，決定進一步核實相關情況 ，並采取應對措施 ，確保準入工作嚴格依規 、公平公正。
對於是哪家俱樂部出了“狀況” ，有媒體及部分媒體人通過各種渠道作了猜測 。有報道稱 ，涉事的俱樂部為中甲內蒙古中優俱樂部 。報道還稱 ，截止到農曆牛年春節到來前 ，中優球員就已經被拖欠工資長達8個月之久 。雖然春節前夕中優方麵經協商為球員補發了1個月的工資 ，以確保俱樂部能夠按要求如期向中國足協提交上賽季俱樂部一線人員工資 、獎金全額發放確認表 ，從而通過準入審核程序。但據了解 ，球隊近期已經解散 ，俱樂部老總攜公章消失。
不過，截止到23日晚 ，並沒有可靠渠道證實上述傳聞的真實性 。而中國足協 、職業聯盟籌備組對於此次準入工作格外重視 。直到當晚7時左右 ，協會與職業聯盟籌備組相關負責人仍聚在一起加班加點推進相關工作 。
